Forum Group Discussion (FGD) on the ASEAN Insurance Education System

On Monday 22 July 2019 at the MAIPARK Ballroom of the Indonesian General Insurance Association (AAUI) Jakarta, the Indonesian Insurance Council (DAI) together with the Trisakti College of Insurance Management (STMA) and the ASEAN Insurance Council (AIC) held a Forum Group Discussion (FGD) ) regarding the ASEAN Insurance Education System with its relevance to the ASEAN Education Qualifications Reference Framework. This FGD lasted for half a day and was attended by representatives from Professional Certification Bodies, insurance associations, regulators of the OJK Institute, insurance education institutions, practitioners and insurance companies.

The FGD was opened by the Chairman of DAI Mr. Dadang Sukresna as the General Chair of the Indonesian Insurance Council, followed by remarks from the OJK delivered by Mr. Ahmad Nasrullah as Director of Insurance Supervision and finally remarks from the Secretary General of AIC, Mrs. Evelina F. Pietruschka.

In the first part, Mrs. Megawati Santoso, Ph.D. The Chair of the AQRF Committee – ASEAN Secretariat, and expert staff from the Ministry of Research, Technology and Higher Education of the Republic of Indonesia, explained what is the ASEAN Qualifications Reference Framework? What is the purpose of that, and the role of the ASEAN Qualifications Reference Framework in shaping the ASEAN Education System especially when it comes to preparing regionally and globally competitive talent to meet dynamic market needs in the digital economy.

The results of the presentation were then continued by listening to what insurance education institutions in ASEAN have done in support of the AQRF and what will be done in their countries. In this second session, the delegation of members of the ASEAN Insurance Education Committee (AIEC) who became the panelists consisted of Indonesia, represented by Mrs. Ariyanti Suliyanto, the Education Commission for the Foreign Affairs of DAI and the Chairperson of STMA Trisakti; Malaysia was represented by Ms Shalini Pavithran, CEO of Malaysian Insurance Institute (MII); The Philippines was represented by Mr. Michael F. Rellosa, Chair of AIEC and Executive Director of the Philippines Insurers and Reinsurers Association (PIRA); Singapore was represented by Ms Karine, Chief Executive of the Singapore College of Insurance (SCI); and from Thailand represented by Mr Tadthep Sjitjorn, Chair of the Thailand Insurance Institute (TII). This session was moderated by Mrs. Megawati Santoso, Ph.D.

In the 3rd session, all panelists came from Indonesia, namely: Mr. Kristianto Andi, Deputy Director of OJK Insurance Supervision; Mr. Teddy Hailamsah, Sr. AIC Advisor; Mr. Hotbonar Sinaga, Chairman of STIMRA; Mr. Prihantoro, Head of the AAJI Insurance Professional and Competency Development Department; Mrs. Nastiti Evia Lutfi, Head of the Human Resources and Insurance Literacy Division of AAUI; and moderated by Mr. Dr. Abitani Taim. In this session specifically discussed how to encourage the development of AQRF in relation to preparing talent for the Insurance industry in Indonesia from the views of regulators, associations, and Insurance Education.

The outcome to be achieved with this FGD is to find common references and foundations for developing a skilled workforce in the ASEAN Region in general and Indonesia in particular. As well as equipping the workforce with the skills and competencies needed for current and future jobs is a strategic concern in the national growth and development outlook of all ASEAN member countries. Competence is not an option, especially in the ever-changing regional and global developments. ASEAN needs to be agile in responding to the opportunities and challenges caused by the global mega trend and 4.0 IR. It is imperative for ASEAN to ensure that the integration process is inclusive and participatory, where efficiency gains and equity considerations are important. Going forward, ASEAN must also strengthen its role in the new regional economic architecture, as a key player in shaping a better future for the ASEAN community and beyond. I firmly believe that the ASEAN insurance sector will play an important role in the development of the ASEAN Community.
